EU CBAM enters transition period: exporting to the EU may require carbon data

The EU Carbon Border Adjustment Mechanism (CBAM, commonly "carbon tariff") has entered its transition-period implementation phase. This is one of the EU's most important trade policy tools in recent years, with direct impact on enterprises exporting to the EU.

What it governs

CBAM's core logic: levy fees on high-carbon products imported into the EU according to their embedded carbon emissions, to prevent EU local enterprises from being disadvantaged in competition due to higher carbon costs (the so-called "carbon leakage").

During the transition period, importers must report the embedded carbon emission data of imported goods but need not actually pay yet. After formal implementation, they must purchase corresponding certificates.

Currently covered categories

  • Cement
  • Iron and steel
  • Aluminum
  • Fertilizers
  • Electricity
  • Hydrogen

Most consumer goods common in cross-border e-commerce are not on the current list, but if your products use the above raw materials (e.g. furniture with steel/aluminum frames, hardware, outdoor goods), upstream suppliers may be required to provide carbon data, which then affects you.

What to do now

  • Confirm whether you are in scope — check whether your product's HS code falls in the CBAM list;
  • Ask upstream for data — if affected, whether suppliers can produce embedded-carbon data is a prerequisite for continued supply;
  • Keep records — transition-period filing data becomes the basis for later verification.
Watch suggestion
Currently affected categories are limited, but CBAM's coverage has been trending toward expansion in discussions. Sellers in the EU market should put this on the annual compliance checklist for continuous tracking.
